Problem is that most snarklibs don’t actually have a sense of folk.
They are mostly upper-middle class autistic striver nerds whose parents surround themselves with Asians, Indians, and Talented Tenth *TM blacks and Hispanics. They are exposed to this weird pluralistic cross-section of diversity instead of the real thing (random chimpouts/attacks, etc.).
They get accustomed to this microcosm where they see a lot of minorities who are roughly cognitively analogous, and form their racial opinions on their token minority friends.
So to them, being racist really IS perceived as uncouth, and cruel. To them, race ISN’T that big of a deal because their anecdotal experience confirms that all races are the same (in their group).
Whereas, in reality, this little protective cocoon is disturbed when you confront large-scale demographic terraforming. You start getting entire swathes of the country where a representative slice of the racial pie can show it’s true colors. Minorities here are hardly under the white thumb of Justice anymore, and the social structure begins resembling Guatemala or Cameroon.

CH apparently set up something where certain keywords cause a comment to go into limbo until otherwise released… which sometimes happens, more often not.
Past explanation, he does it to avoid hassles from trolls and other miscreants putting up personal information or otherwise scandalous stuff that may make the site a target for legal intervention.
In the past, some of the keywords have been identified, but CH didn’t like that, so there’s a gentleman’s agreement to not talk overmuch about it. But a hint for the wise, when you see a post full of hi-ASCII characters on the vowels or other methods of disguising text, that’s a hint on how to get around some of the auto-mod gheyity.

It seems to me that at the most basic level, there are two systems, excellence and leveling.
Leveling gives us the lethal equality that is currently destroying our nations. Egalitarianism is part of that leveling.
There may be an “elite” who oversees this process, but fundamentally, the force behind it remains one of equalizing and leveling to the lowest point.
Making distinctions of quality is essential to the creation of all high culture. Even something as simple as nationalism itself is based on distinction/excellence/inequality. The concept of “countryman” and “foreigner” is itself essentially an elitist distinction; open borders are egalitarianism which seeks to forcibly level the distinction between “countryman” and “foreigner” away.

There are different types of excellence and intelligence. As I have blogged, we can invert the scale of cultural excellence and have with near fidelity the scale of animal excellence. The initial perversion was by simple inversion. The goal is utter elimination of all manifestations of the 500-year-old White man bugaboo.
To keep cultural excellence one must have animal excellence (cf. game theory and invasive strategy). These animals have a primitive, mature sophistication of interpersonal treachery and expedience that I suspect homo erectus females had. The human brain stem is old, old technology. The herd player’s game is one-dimensional but hard to believe if raised to be a sucker by the useful idiot herd in proxy power. Only by moving one’s locus of control to conscious reason can one beat it.
There are two stages to decline perhaps, but I would not say two systems unless you mean theoretical systems with one being a total fraud like Communism or socialism or the you know religions by elitists of the you-know-who people.

Athens wasn’t a peak- it proceeded to murder itself in political infighting. The peak of Greece was Macedon which conquered much of the known world in two decades.
The Roman peak was post Augustus- the Republic started to fall apart after they destroyed Carthage and they only enemies they had left were each other.
Spain was not a peak- they looted the New World but didn’t manage to do anything with it. The Holy Roman Empire is more deserving of the title- it was an empire that, when it collapsed, managed to provide pensions to its servants.

Yes, they did—speaking here of the noblesse d’épée, not the later faux aristocrats who swarmed the European nobility as the old families died out.
