No, I think in this case, Darwin was describing the behavior of one particular group of people, particularly in contrast to others. When a group of people have a genetic susceptibility to certain phenotypes , it only takes certain triggers to get the ball rolling. That is what Darwin was (rather prophetically) describing.
Note, that no one that talks seriously about this topic denies that this process occurs. Like I said, when you get a certain pent up genetic potential, a few sparks can get the dam to burst.
