The welfare amounts are a pittance, really — anyone who doubts this should try to live for a week, much less a month on it. As to the question of whether race is a relevant variable, I would guess YES. The European culture, wherever it has planted its flag, remains work-oriented. But even in 1900 America, that long ago, there was a U.S. presidential candidate posing the possibility of much free vacation time for regular workers, AFAIK. So there you have something to chew on.

The people are closely related in each country.

There is no One True Way for a nation to run itself. Interesting thought experiment. Let’s say say the USA did a mass internal migration to different areas of the country based on race/religion. Let’s say we give California to the Mexicans and New York to the Muslims/Asians/whoever and the south/rust belt to blacks. That leaves the Midwest and north area to whites. My guess is in 20 years, Omaha, Boise, and Denver would be the blazingly center of business and prosperity in North America.
