Part of any castle doctrine, with teeth, has to include a stipulation that, if no criminal charges are filed, then no civil suits can be attempted.

You are correct. Dated a Hispanic girl once and she would tell me about how her family, her grandmother in particular, judged people solely by the lightness of their skin. The darker the skin, the more she despised them. Those attitudes filter down generation. The European explorers with a couple hundred soldiers (and thousands of miles from home) easily conquered the Incas, Aztecs etc who outnumbered them 100s to 1. People remember.
