It’s much easier to commit vote fraud using a group that historically votes monolithically for one party.
This is one reason why urban black areas are regular targets of election fraud. Blacks vote 90%+ for Dems; with those numbers as a backdrop, it wouldn’t arouse suspicion if fraudsters simply pumped ballot boxes full of manufactured Dem votes in precincts that are supermajority black. This would be especially easy to hide where black turnout is low — the fake votes could simply be passed off as higher turnout among the black voters in those precincts. Who’s gonna check? Certainly not Mitch McConnell.
