As a sex, women emphasize resource security and social egalitarianism. When women enter politics, as voters or as representatives, they shift government in a direction of greater spending. The size and scope of government grows under female influence, and this phenomenon has occurred throughout history, in all times and places.
But that's only half the story. The other half is the change in the character of a nation's people as it progresses through the Ages of Affluence and Intellectualism (the 20th century in the US). Greed and cynicism become the predominant values of this period, and prosperity funds huge growths in spending that lines the pockets of the administrative class. The nation's wealthy want to retain their wealth, so they begin to use their money to buy off challengers to their rule, and to quell popular discontent. This is what helps usher in the rapid rise of the federal debt. The government largesse attracts women like golddiggers to a venture capital conference.
On the one hand, women entering politics pushes the government leftward and into debt. On the other hand, the people's character changes from emphasizing frugality to emphasizing profligacy. Rising federal debt is therefore both an effect of increased female political participation and a symptom of declining virtue among the founding stock of the nation.

In support of this, Woodley notes a study of white South Africans in the 1980s that found that higher cognitive ability was correlated with support for traditional conservative religious and political views, which were socially normative in that time and place.
